The filling in may be completed by the several Tenants as requested, and must be finished by the 1st July 1868.
To ensure bonâ fide action on the part of the Tenants in this matter the present rent, with all arrears at the old rate, will remain a charge on the land on each Lot, which would then be liable to forfeiture for non-fulfilment of conditions, and an agreement to that effect must be drawn up by the Attorney General and signed by the various Tenants of the lots in question.
Before any reduction of the rent can be made the sums due to the Contractor, and which have been applied for by the Surveyor General, must be paid for that portion of the wall which is already completed.
These arrangements do not refer to lots returned by Sang Alok with whom separate conditions will be made.
The four Southern Lots may remain as at present until the completion of the reclamation of all other Marine Lots, or until further notice.
His Excellency directs me to state that the work of reclamation must be carried out to the satisfaction of the Surveyor General, and that he will admit of no excuse for non-fulfilment of the conditions.
His Excellency further requests to observe the inaccuracy of the statements made with reference to Marine Lot by you
